PREAMBLE

Whereas English speakers have lived, worked, paid taxes, and ordered coffee in Quebec for generations;

Whereas bilingualism was once understood to be a shared civic strength rather than a compliance exercise;

Whereas recent years have produced a measurable increase in linguistic anxiety, font inspections, and administrative enthusiasm;

The Office de la Langue English du Québec (“OLEq”) is hereby constituted.

Not to provoke.
Not to confront.
But to exist calmly and unapologetically.
